User Agreement Update

The updated User Agreement notes the terms applicable to users resident in India, clarifies the seller payment method authorization, provides more information on the eBay International Shipping Program terms, and clarifies responsibility for user fraud losses.

Promoted Listings updates

When: September 2022

In late September, Canadian sellers will be introduced to the beta version of eBay’s new cost-per-click campaign type, Promoted Listings Advancedᴮᴱᵀᴬ. This will offer you preferred access to the top spots in search results, across eBay on desktop, mobile and on the eBay app. It will also offer keyword selection, and provide you with the control you need to help increase your sales.

What’s new

With billions of listings across eBay globally, it can be hard to make sure your items are visible to the right buyers. Promoted Listings Advanced lets you bid and gain preferred access to the top spots in search results. Those top spots can help you get the high visibility you want when buyers are actively searching for items like yours.

The way your sales attributed has switched from what's called "first-click attribution" to "last-click attribution" for both Promoted Listings Standard and Advanced. This means:

  • If you participate in both types of campaigns, you will only ever see a sale attributed to the campaign that the listing was in when the last paid click occurred.
    For example:
    • If your listing is clicked in a Promoted Listings Standard ad and then clicked and purchased through an Advanced ad, the sale will be attributed to the Advanced ad. This means you will only pay for the click on the Advanced ad.
    • If a buyer clicks on an Advanced ad, and then later purchases through a Standard ad, the sale will be attributed to the Standard ad, and you will pay the Standard ad fee. Please note, you will still be charged for every click on an Advanced ad.
  • If you only run a Standard campaign, you will be charged the ad rate that is in effect at the time of the buyer’s last click. For example, if a buyer clicks on your Promoted Listings Standard ad when the ad rate is 5%, then later clicks the ad again when you’ve changed the ad rate to 4%, and then makes a purchase within the 30-day attribution window, you will pay the 4% ad rate in effect at the time of that last click.

How Promoted Listings Advancedᴮᴱᵀᴬ works

Promoted Listings Advanced is based on a cost-per-click model. You start by deciding how much each keyword and click is worth to you. Then you bid to target placements at the top of eBay search results. This shows your listings to buyers right when they need them.

With this new type of campaign, you’ll be able to:

  • Bid for the top slots in search using keyword and budget controls, and pay per click.
  • Select the keywords that matter to you.
  • Set a daily budget to ensure that you’re in full control of your ad spend.

To set up your first campaign, head over to the Seller Hub Marketing tab. You can create a new campaign within the Advertising dashboard, by following these simple steps:

  1. Name your campaign.
  2. Choose dates and a daily budget.
  3. Name your Ad Group.
  4. Add your listings and keywords to the Ad Group.
  5. Select a maximum cost-per-click for the keywords - you’ll see this as “CPC bids” in the tool.

You’re then ready to review.

Top tips:

  • Use the features like suggested keywords and bids to help you set up effective campaigns.
  • Be sure to include high-quality listings in your campaign for the best chances of gaining high visibility. Alongside your bid, things like your keyword relevancy, listing quality, competition and daily budget determine whether your ad will appear in the number one position.
  • Use the daily budget feature to manage your ad spend.

You can also use both Promoted Listings Standard and Advanced together to help achieve maximum visibility for your ad placements across the eBay network, and utilize both budget approaches for your ad spend.

Next steps

Promoted Listings Advanced will be open to all eligible Promoted Listings sellers. If you are eligible, you’ll be able to opt-in to the Promoted Listings Advanced to start targeting those highly-coveted top spots in the search results, as soon as it has been made accessible.

New eBay International Shipping service

eBay handles international shipping complexities for you so you can focus on selling more and stressing less.

eBay International Shipping is a new shipping service that removes the challenges and complexities associated with international shipping starting September 2022, for US sellers, and starting November 2022, for all sellers who set US as item location. eBay International Shipping keeps all of the benefits of the GSP that you’re already familiar with, such as shipping to a US hub and “Item not received” and feedback protections.

In addition to maintaining all of the great benefits offered in the GSP, eBay International Shipping provides greater simplicity and offers even more value by:

  • Handling returns and refunds on your behalf
  • Eliminating the international fee
  • Offering lower shipping costs to buyers
  • By the end of the year, eBay will allow buyers to choose when they want to pay import charges, up front at checkout or upon delivery

How it works

  1. Create a listing
    You’ll reach more potential buyers than ever before, because new listings will automatically default to eBay international shipping.
  2. Package the item and ship it out
    No matter where in the world your buyer is located, you’ll ship to a domestic shipping hub. eBay will take care of the rest.
  3. Get paid
    Once the buyer gets their order, you’ll get paid. If they’re not satisfied, eBay will handle return requests on your behalf.

What is eBay International Shipping?

eBay International Shipping is a new shipping service that removes many of the challenges, complexities, and fees associated with international shipping for starting September 2022, for US sellers, and starting November 2022, for all sellers who set US as item location. And the best part — eBay will handle customs clearance, tracking, and post-transaction requests — at no extra cost to you.

How does enrollment work?

How will my final value fees be calculated?

Your final value fee is based on the final price of the item, shipping charges to the US Shipping Hub, and any other amounts you may charge the buyer. Sales tax, international shipping cost, and import charges are not included. Refer to the standard eBay selling fees for more information.

Are there additional fees with eBay International Shipping?

There are no additional fees to use eBay International Shipping beyond the standard eBay selling fees. The eBay international fee does not apply to eBay International Shipping transactions.

How do I ship my items?

You’ll receive an email when your item is sold. You can create a shipping label on eBay, or create your own.

If you create a shipping label on eBay, it will automatically include the address of a shipping hub and the reference number. Tracking information will automatically be uploaded to My eBay.

If you create your own shipping label, remember to include the reference number and add the tracking number. You can find the reference number on the Order Details page along with the buyer’s name and the address of the shipping hub.

Can I purchase shipping insurance?

Yes. If you purchase USPS insurance or signature confirmation for your item, it protects you against any loss or damage to the package only until it reaches the shipping hub. You’re responsible for getting the package safely to the shipping hub, but if the item is lost or damaged during international shipping, eBay’s got your back.

How do I track my shipments?

eBay will track the movement of your package to the shipping hub and then to your buyer. You can find tracking details on the Order Details page.

There will be two tracking numbers for your shipment. The first tracking number will be the domestic tracking number for the shipment to the shipping hub. The second tracking number is the international shipment to your buyer.

When you upload tracking information, eBay notifies the buyer by email that the item has shipped. Tracking is also visible to the buyer on the Order Details page and My eBay.

Are there size and weight limitations?

Packages cannot:

  • Exceed 44 lbs. for every country except Canada (Canada’s max is 66 lbs.) - billable weight (not actual).
  • Exceed 84 inches in Length + Girth

What countries can I ship to using eBay International Shipping?

I’m a US seller who lives in a territory (e.g. Guam, US Virgin Islands) or military base overseas, can I also take advantage of eBay International Shipping?

Sellers must be located in the United States to participate in the program.

Who can see my listings?

If your item is eligible for export and not restricted in any other countries, buyers worldwide will be able to see your listing. Buyers can purchase your items based on US export regulations and the import regulations of the destination country.

What types of items can I ship using eBay International Shipping?

Items included in eBay's hazardous, restricted or regulated materials policy, or that don't follow its International trading policy, can't be shipped using eBay International Shipping. Click here to view a list of restricted or prohibited categories.

Will you open and inspect my package?

eBay employees may open and inspect your item to ensure compliance with US export regulations and the import regulations of the destination country.

If eBay employees open your package for inspection, they take care to ensure your item is not damaged in the process. Once they have verified your package is able to ship, they will repack your item and send it to your buyer. the same way it was originally packed.

What will happen if I ship an item that does not meet the program requirements?

Shipments may not meet eBay International Shipping requirements for a number of reasons, including but not limited to: overweight, oversize, hazardous, dangerous, or restricted goods. If it is determined that your shipment does not meet the program requirements, the item may be returned to you.

How should I package my item? Should I package it differently than a domestic order?

When packing your item, it is best to use nondescript boxes and packaging. You should also take care to pack your item so that it will arrive to your buyer undamaged.

Any exclusions you create will also apply to your eBay International Shipping eligible listings.

eBay International Shipping serves more than 200 countries worldwide. If you wish not to sell to a specific country or region, you can update your shipping exclusions to prevent sales to that country or region.

To manage shipping exclusions on an individual listing:

1. Navigate to the listing you wish to update

2. Scroll down to the Delivery section

  • If you already have exclusions set, select Edit exclusions to make changes.
  • If you don't have any exclusions set, select More options on the top right corner of the shipping section, then choose the locations you wish to exclude.

3. Select Apply to save the exclusions for the listing


To manage shipping exclusions at the account level:

1. Navigate to your Account settings

2. Select Shipping Preferences

3. Click Edit next to Exclude shipping locations

4. Update your exclusions by selecting countries or regions to restrict

5. Click Save

What protections does eBay International Shipping offer?

There are a number of benefits to using eBay International Shipping, including protections through eBay Money Back Guarantee cases:

  • If an item is lost or damaged during international shipping, you will not be found at fault if your buyer opens an eBay Money Back Guarantee case.
  • Your seller performance standards and Service Metrics won’t be affected by late deliveries or eBay Money Back Guarantee cases attributed to international shipping.
  • Any negative or neutral feedback from item handling during international transit will be removed from your account.
  • eBay will handle international returns on your behalf, including Not as Described claims.

How will international returns be handled?

eBay recognizes that international returns can be a hassle, so eBay will handle them on your behalf.

When a return is opened, eBay will provide the buyer with a return label to ship it back to a consolidation center. Upon receipt of the return, eBay will refund your buyer and you get to keep the sale.

You're protected from neutral or negative feedback, and eBay will remove any related defects, including opened cases in service metrics. See eBay International Shipping terms and conditions for more information.

How can I determine what rate will apply to my item?

eBay International Shipping is simplified compared to other international services. First, eBay will use the domestic shipping info identified on your listing to calculate the domestic shipping costs to the US Shipping Hub. Next, eBay will manage and calculate the international shipping costs to the buyer based upon the weight, dimensions, and destination country of the buyer. Finally, eBay will display a combined shipping cost (inclusion of domestic and international shipping cost) to the buyer.

What’s the benefit to buyers?

Buyers choose to pay duties and taxes either at checkout or upon delivery. eBay International Shipping also provides buyers with easy access to international return shipping labels and handles all of their returns details so you don’t need to worry about returns anymore.

Will my buyer incur additional charges?

When international buyers view your listings, they’ll see both shipping charges and estimated import charges.

At checkout, the buyer will see final charges based on the destination country, including the item price, shipping charges, and import charges (if applicable). They will have the choice to pay import charges, including duties and taxes, at checkout or at delivery.

Shipping charges include any US shipping charges you specify, as well as applicable international shipping, handling, and other fees.

My listings are already set up with USPS international options. Can I ship with eBay International Shipping instead?

No. Your items must be listed with eBay International Shipping at the time the buyer makes a purchase.

How do I customize my international shipping options?

You can customize which countries you’d like to ship to through eBay International Shipping, allowing you to select which international shipping service you’d like to use for certain locations.

For example, you can set your preferences to ship to Canada through a standard carrier that provides international service, but still use eBay International Shipping for the remaining eligible countries.

What about items not eligible for eBay International Shipping?

If you’d like to sell items not eligible for eBay International Shipping, you can use other international shipping services.

  • Navigate to the listing you wish to change
  • Scroll down to the Delivery section and select Edit all options
  • In the International Shipping section, select add international shipping service. You can add up to 4 services.
  • Save and confirm your changes

I ship directly, can I turn off the automatic default to international shipping when listing items?

When your account is opted into the program, your listings will always default to eBay International Shipping.

You can still customize your international shipping options to ship directly to buyers by adding an additional international shipping service to your listings. You can also specify which shipping service you want to use for specific countries. For example, you can set your preferences to ship to Canada through a standard carrier that provides international service, but still use eBay International Shipping for the remaining eligible countries.

Can I opt out of eBay International Shipping?

To opt out of eBay International Shipping:

  1. Go to My eBay > Account > Site Preferences.
  2. Click the Show link to the right of the Shipping Preferences section.
  3. Click the Opt Out link to the right of eBay International Shipping.
  4. Review the information. If you still wish to opt out, click Done.

To remove a single active listing from eBay International Shipping:

  1. Navigate to the listing you’d like to change.
  2. Scroll down to the Delivery section.
  3. Click the link to the right of Additional Locations and then select None.

  1. In the Delivery section, click the Edit All Options link.
  2. In the International shipping section, add a new international shipping service. You can add up to 4 services.
  3. Save and confirm your changes.

If you choose to opt out of eBay International Shipping, you must wait 24 hours before opting back in.

What is an exporter of record? And what does it mean that eBay will be the exporter of record?

An Exporter of Record (EOR) ensures that all shipments leaving the United States comply with all US export regulations. An EOR is the person or entity responsible for goods and services shipped between two countries.

As part of eBay International Shipping, eBay will assume all responsibilities associated with the export of your item. This means the marketplace will be responsible for filing all documentation and complying with US export regulations on your behalf.

What is the difference between Duties Delivered Paid (DDP) and Duties Delivered Unpaid (DDU)?

The customs clearance services are an important part of international shipping and are meant to facilitate the import of goods to your buyer's country. On a Duties Delivered Paid (DDP) shipment, the buyer pays import charges at checkout. In contrast, the buyer pays any applicable import charges prior to delivery on a Duties Delivered Unpaid (DDU) shipment. DDU shipments may also result in the buyer being assessed additional delivery fees by the carrier.

Who pays duties and taxes?

The buyer is responsible for settling all charges or fees in order for customs to release the shipment and have it delivered to them.

Does eBay International Shipping offer buyers Duties Delivered Paid and Duties Delivered Unpaid?

Currently, eBay International Shipping only offers Duties Delivered Unpaid (DDU.) The Duties Delivered Paid (DDP) option will be coming soon. Once the DDP option is available, eBay International Shipping will enable buyers to choose how they prefer to have their shipment cleared through customs.

Shipping and returns enhancements for SMB sellers in Germany

When purchasing shipping labels for DHL packages, the age verification can now be booked if certain items, e.g. FSK films or USK games, are not to be handed over to minors.

Deutsche Post letters priority shipping service

QR code for Hermes shipments

From the end of September 2022, you can now use the QR code for Hermes shipments in addition to the QR code for DHL shipments to send your orders.

This means that you no longer have to print shipping labels from these two shipping service providers, which saves time and money. The Hermes QR code is scanned in the Hermes shop and the label is attached to the shipment there. Remember to select QR code when generating the shipping label.

EU dispute fee removed

When: October 2022

Where: EU sites

Dispute fees are no longer charged on eBay EU sites (ebay.de, ebay.fr, ebay.it, ebay.es, ebay.at, ebay.ch, ebay.ie, ebay.nl, ebay.pl, ebay.benl, ebay.befr).

When a seller handles (challenges or accepts) a payment dispute concerning their listing on an EU site, eBay won’t charge any payment dispute fee. The rest remains unchanged, sellers need to follow the eBay Seller protection policy to handle payment disputes.

Annual Shop subscription on ebay.de removed

When: September 2022

Starting September 1, 2022, sellers on ebay.de cannot choose an annual subscription for their Shop.

  • Sellers will receive notices from eBay before their annual subscription expires
  • When your annual subscription expires, it will automatically switch to a monthly subscription
  • Sellers can cancel their shop subscription until the end of the month in which it expires

Prior to the change: €249.95/month in annual subscription

After the change: €299.95/month in a monthly subscription

Extra seller protections on ebay.com.au

When: September 2022

Starting 20 September 2022, eBay provides extra protections for sellers who have included vehicle compatibility information (also known as ‘fitment’) when buyers return items that don't fit their vehicle.

How it works

Normally, if a buyer wants to return an item listed in a Car & Truck parts compatibility enabled category because it doesn't fit their vehicle, you have to accept the return, even if you have a no-returns policy.

However, if you’ve added parts compatibility information to your listing — either by selecting a product from the eBay catalog or by entering item specifics and specifying compatible vehicles — eBay will protect you as follows:

  • eBay will cover the cost of the eBay return label* and send it to the buyer.
  • eBay will automatically remove the return from your 'Not as Described' rate in your service metrics.
  • eBay will automatically remove any negative or neutral feedback from that transaction.

These new protections will apply for items being returned under the ‘Doesn’t Fit my Vehicle’ reason. They will commence for eligible items on 20 September 2022 and be fully effective by October 2022.

Buyers won't be able to report an item doesn't fit their vehicle if:

  • The item is not in a Car & Truck parts compatibility enabled category or
  • The seller had selected "Universal Fitment" in the Item Specifics section.

*If the item isn't eligible for an eBay return label, the seller will be responsible for providing a way for the buyer to return the item. If you have set up the RMA number option in your Return preferences, you can select an eBay label when responding to the return from your Returns dashboard.
