eBay's always looking for ways to enhance support and protection for you and improve your selling experiences. As announced recently at eBay Open, eBay's created a new policy to protect sellers like you during shipping delays that are out of your control.
When you use eBay Labels, eBay will protect your standards and reimburse you if the item gets delivered after your buyer has received a refund.
What is an Item Not Received claim?
If a shipment is delayed, buyers can submit a claim if they don’t receive their item on time. If this claim is approved, buyers will receive a refund, even if you shipped on time. This can impact your seller metrics.

eBay new policy
Previously, if eBay approved a buyer’s INR claim, you would have to refund the money and would be out of a product. Now, if you use eBay labels and ship your items on time, eBay’ll reimburse you once eBay detects delivery.
