Shipping Service Standard Policy

We are introducing a new policy to help ensure that buyers receive timely shipment visibility through trackable shipping, thereby supporting a more positive buying experience. Under this policy, sellers are required to use trackable shipping services and provide buyers with a timely, reliable, and transparent delivery experience.

What you need to know

Effective August 31, 2026, sellers within the scope of this policy will be evaluated based on their Acceptance Scan Rate, meaning the percentage of the seller’s transactions for which the seller has uploaded a valid carrier acceptance scan (“A-Scan”). To meet the policy requirement, every transaction that is evaluated must have an A-Scan. Sellers whose Acceptance Scan Rate falls below the required standard may be subject to a range of actions, including, but not limited to:

  • administratively ending or removing listings,
  • holding payouts,
  • adjusting selling limits,
  • enforcing buying or selling restrictions, or
  • suspending or permanently blocking the relevant account(s).

eBay will evaluate the seller's Acceptance Scan Rate.

How are you being evaluated?

Evaluation Scope (Eligibility)

Only sellers having their registered address in the following regions or countries will be evaluated:

  • HiPO;
  • India; and
  • Singapore, Thailand, Malaysia, Vietnam, Philippines, and Indonesia.

The transactions where the items are shipped to any of the following destination countries will be evaluated:

  • United States;
  • United Kingdom; and
  • Germany.

Excluded transactions for evaluation:

The following transactions are excluded from evaluation:

  • items listed under the local pickup category; and
  • items delivered virtually by the seller.

Evaluation Frequency

Evaluation will take place every Wednesday on a bi-weekly basis.

Evaluation window

For every evaluation, eBay will review transactions with a promised handling due date during the relevant two-week review period. The review period ends on the Saturday that is two weeks before the evaluation date.

Illustration: Where the evaluation date is Wednesday, 24 June, eBay will review all transactions with a promised handling due date between Sunday, 31 May and Saturday, 13 June.

May and June calendars: the review period runs from Sunday 31 May to Saturday 13 June, and the evaluation date is Wednesday 24 June.

Evaluation consequence

  • Compliant: The Acceptance Scan Rate is 100%.
  • Non-Compliant: The Acceptance Scan Rate is lower than 100%, but eBay may not take action due to: the account being already restricted under another eBay policy(ies); or other mitigating reasons.
  • Warning: The Acceptance Scan Rate is lower than 100%, and eBay will send the seller a warning message encouraging the seller to improve shipping service and the buyer experience. If the seller does not take the recommended action, eBay may take action against the seller’s account.
  • Action Taken: The Acceptance Scan Rate is lower than 100% and eBay decides to take any of the actions specified above.

[Note: A risk level indicator will reflect the seller’s historical shipping service standard performance and inform the actions may be applied. A seller’s risk level may be upgraded if the seller has been frequently non-compliant recently. A higher risk level indicates that more severe restrictions may be applied after a grace period, if a grace period granted, to allow the seller to improve performance following escalation.]

Best Practices or Recommendations

eBay expects sellers to provide a shipping experience that is timely, reliable, and consistent with buyer expectations. Sellers are responsible for shipping items within their promised handling time, using trackable shipping services, and maintaining strong operational discipline to reduce late shipments and protect the buyer experience.

To meet these expectations, sellers should:

  • set realistic handling time based on actual operational capacity;
  • specify shipping costs and handling time accurately in each listing;
  • dispatch orders on time and within the handling time promised to buyers;
  • use reliable shipping services with valid tracking and upload tracking information to eBay as early as possible;
  • review non-compliant cases regularly to identify recurring issues with carriers or operation;
  • avoid shipping services that cannot provide reliable end-to-end tracking;
  • maintain accurate inventory records and remove listings promptly when items are no longer available; and
  • communicate with buyers in a helpful, professional, and respectful manner throughout the transaction.
