What’s changing
Starting July 13, 2026, sellers in covered countries will need to meet additional selling-readiness requirements before listing in certain categories that require extra safeguards.
This policy helps ensure that sellers listing in these categories have the right account standing, selling history, buyer-experience performance, and support level to help transactions go smoothly.
Who this applies to
This applies to sellers whose registered account address is in one of the covered countries below and who do not yet meet the qualification criteria for listing in certain categories that require additional readiness.
Sellers with strong selling history and good performance in these categories may be able to continue listing. Sellers who do not yet have selling history in these categories, or whose performance does not yet meet the required standard, may need to build additional account history, maintain strong performance, or become eligible for additional account support before they can list in these categories.
Our goal is to help sellers grow into these opportunities while maintaining a safe and trusted marketplace for buyers and sellers.

Build strong selling performance: Continue providing a positive buying experience, including accurate listings, reliable fulfillment, timely shipping, and strong issue resolution.
Maintain good account standing: Keep your account compliant with eBay policies and seller performance standards.
Automatic review: eBay will review relevant accounts periodically. If your account meets the qualification criteria, you may be enabled to list in these categories in the future.
Continue meeting the standard: Permission to list in these categories depends on ongoing compliance, seller performance, and account standing. Accounts that no longer meet the criteria may be reviewed again and could lose access to list in these categories.

If your account already meets the qualification criteria, you may be able to continue listing in these categories.
If your account does not yet meet the criteria, you will not be able to list in those categories at this time. We’ll review relevant accounts periodically, and eligible accounts may be enabled in the future.
In other categories:
You may continue listing in categories that are available to your account, as long as your listings comply with eBay policies and seller performance standards.

Some categories require additional selling readiness because they have historically needed stronger safeguards to protect buyers, sellers, and the marketplace.
To help protect the integrity of the marketplace and prevent misuse of this policy, eBay does not publish a specific list of these categories. If a category is not currently available to your account, you will be notified when you attempt to create a listing.
Existing listings
Beginning July 13, 2026, sellers who do not meet the qualification criteria may be unable to create new listings in certain categories that require additional readiness. Existing listings that do not meet policy requirements may be ended.
If your account later becomes eligible, you may be able to list in these categories again, provided your account continues to meet eBay’s qualification criteria and seller performance standards.
