What’s Changing
Starting November 3, 2025, if you ship your items from within the US but your return address is outside the US, you’ll need to provide one of the following options:
- A return address located within the US; or
- A pre-paid return shipping label; or
- A partial or full refund without requesting the item to be returned.
You can update your return address to a US location here.
Who This Policy Applies To
This policy only applies to items shipped from a US address.
It doesn’t apply to:
- Items shipped from outside the US, or
- Items that already have a US-based return address.
How This Change Helps
Returning items internationally can be costly and inconvenient. This new policy helps by:
- Simplifying the returns process for buyers in the US
- Reducing delays and confusion about return destinations
- Boosting buyer confidence and improving satisfaction

Do I need to follow this policy if I ship from outside the US?
No. This policy only applies if your item ships from a US address.
What happens if I don’t follow the policy?
If it’s noticed that you didn’t provide a US return address, a prepaid return label, or a (partial or full) refund, your service metrics may be affected.
I already have a US return address. Can I still manage returns myself?
Yes. eBay will automatically generate a return shipping label when possible.

- Communicate with the buyers before providing a return label, or
- Upload your own return label,
You can turn on Return Merchandise Authorization (RMA) in your “Returns Preference” settings.
