What’s Changing
Starting August 27, 2025, items valued at US$500 or above (including shipping fee) for shipping to the United States will require additional seller enablement on eBay.
Note: This updates our prior threshold of US$2,500; all other terms remain the same.
Who This Applies To
The policy applies to sellers having their registered address in regions/countries listed below, who do not yet have a dedicated eBay account manager.
Such sellers must complete an enablement step before listing premium items (valued at US$500 or above) for shipment to the U.S.
Our goal is to ensure that high-value transactions are supported with the right safeguards, delivering a smooth experience for both sellers and buyers.

How To Get Enabled
- Contact us: Email hisappeals@ebay.com to initiate enablement for premium U.S. listings.
- Provide details: We’ll guide you through the required information and next steps.
- Start selling premium: Once enabled, you can confidently list eligible items valued at US$500+ for shipping to the U.S..
What You Can List Today
- To U.S. buyers:
- Items under US$500 (including shipping fee) — you can list as usual.
- Items US$500 or above — complete the enablement step before listing.
- To non-U.S. buyers (on eBay sites other than www.ebay.com):
- You may list items at any price.
- For items US$500 or above, exclude the United States from your shipping regions unless you’re enabled.
Site Guidance
- On www.ebay.com, listings priced US$500+ shipping to the U.S. require enablement for sellers in the affected regions.
- On other eBay sites, seller may list at any price point, but must exclude the U.S. as a shipping destination for items US$500+ unless enabled.
Existing Listings
- Starting August 27, 2025, any active listings that don’t meet these requirements will be ended automatically.
- Sellers can relist once enablement is complete.
